Это файл, а не папка. Для начала нужно удостовериться, что у вас на компе не троян и не вирус. Просканируйте систему качественным платным антивирусным программным обеспечением, в духе KIS 2010. А кроме того, откройте файл C:\windows\system32\drivers\etc\hosts и проверьте, что в нем только одна строчка с адресом 127.0.0.1 и надписью Localhost. Если больше - всё остальное сотрите и сохраните файл. Только убедитесь, что в папке нет скрытого файла hosts, вирусы иногда его прячут, заменяя на hosts.txt Для этого зайдите в "Свойства папки" или "Параметры папок" и поставьте галочку "Отображать скрытые файлы и папки". Найдете в папке etc скрытый файл hosts - вот он-то Вам и нужен, а видимый - подделка.
