pack - упаковка чего-то для безопасной и удобной транспортировки без риска повреждения. Пак туалетной бумаги, например, в русском языке.
package - это презентабельная упаковка привлекающая внимание. Используется для представления товаров в магазинах и при цивильной доставке курьерами, например.
Для глаголов можно зрить в том же направлении.
Можно паковать (to pack) вещи в дорогу, а можно упаковывать (to package) подарки.
