Present Simple:
I'm listening to you. I hear you clearly. We don't listen to news on the radio. We can't hear anything.
I am not listening. I don't understand what you're saying. We listen to music on the radio sometimes. We can usually hear each other.
Are you listening? Do you hear me? Do we need to listen to the radio? Can you hear us?
Past Simple:
I listened to what you said. I understood everything. We didn't watch the news. We couldn't hear the radio.
I didn't pay attention. I didn't get your message. We watched a movie instead of listening to the radio. We could still hear each other, though.
Did you listen? Did you understand? Did we watch the news? Could you hear me then?
