Разница есть и немалая.
Where's my phone? -- фраза без какой-либо эмоциональной составляющей.
Where is my phone? -- проявлены эмоции, например обвинение в краже телефона.

Без сокращений говорят в том случае когда нужно проявить твёрдость или сделать смысловое ударение.

Разницы особо нет, но в определенных серьезных контекстах уместнее писать полную версию.
