Microsoft Visual Studio 2019. Windows 7.
Да, знаю, что вопрос о древнем, но приходится работать с этим. Ошибку выдаёт только при создании проекта под С++. Переустанавливал студию, не помогло. Что с этим делать?
Visual studio 2019 часто шалит на седьмой винде, лучше установить VS 2015/2017 или обновиться до Win10 и пользоваться и VS2019 и VS2022

Hard disk speed: to improve performance, install Windows and Visual Studio on a solid state drive (SSD).
